Dong Nai – a destination for high-quality FDI inflows

In 1986, the 6th National Party Congress launched the country's comprehensive renewal process, with economic reform at its core. Just three years after Vietnam adopted its open-door policy, Dong Nai welcomed its first FDI investor in 1989, setting the stage for its emergence as one of Vietnam's major industrial hubs.

An attractive investment destination

One factor behind Dong Nai's success in attracting FDI over nearly four decades is its favorable location and transport connectivity. The locality has also moved quickly to implement new Party and State policies while creating a favorable environment for attracting major investors in industry, agriculture and infrastructure.

Dong Nai has proactively planned land use, developed transport infrastructure and expanded industrial parks to prepare for investors. Strong FDI inflows have helped drive rapid economic growth and boost state budget revenue, while also attracting hundreds of thousands of workers from across the country to live and work in the locality.

With its favorable investment climate, Dong Nai has become home to major FDI groups such as Nestlé, C.P., Amata, Coherent, Hyosung, Bosch, Lixil, Formosa, Central Retail Vietnam and Chang Shin. Their projects have operated stably and continued to receive additional investment for production and business expansion, contributing to the growth of trade, services and logistics while strengthening Dong Nai’s competitiveness.

After nearly 40 years of opening up, Dong Nai has attracted investors from 51 countries and territories, with more than 2,300 FDI projects and total registered capital exceeding US$45 billion. These figures reflect a stable investment climate, a well-established industrial base and a responsive administration that works alongside businesses.

Olivier Bernard R. Langlet, CEO of Central Retail Vietnam, a leading Thai retail group, said the company wishes to continue investing in and expanding its retail network in Dong Nai. Over the years, Central Retail Vietnam has invested about US$80 million in four shopping malls and supermarkets in the city. As it seeks to expand its market presence, the group hopes to receive continued support from the city authorities.

Commenting on Dong Nai's investment climate, Jung Jung Tae, Consul General of the Republic of Korea in Ho Chi Minh City, said Dong Nai has become an attractive destination for many Korean businesses. The favorable investment environment has enabled Korean companies to strengthen links and benefit from synergies across the value chain, from component supply to business cooperation networks.

According to Jung Jung Tae, Dong Nai is expected to become a regional connectivity hub in Southeast Asia once Long Thanh International Airport becomes operational, giving a major boost to logistics. The city is also expected to move beyond its role as a manufacturing base and emerge as a major industrial and logistics hub.

Towards attracting high-quality capital inflows

The city has so far planned 89 industrial parks, along with one high-tech park and one border-gate economic zone. In addition to preparing land bank for investors, Dong Nai is focusing on technical infrastructure, human resources, public services, housing and living environment to reassure businesses that they can make long-term investments and provide a favorable environment for experts and workers to live and work.

A major development came on June 8, 2026, when the Politburo issued Resolution No. 10-NQ/TW on developing the foreign-invested economy, opening up new opportunities for Dong Nai to attract more high-quality FDI. The resolution affirms that the foreign-invested economy is an important component of the national economy and that its development should help strengthen the country's strategic autonomy and economic competitiveness. It is expected to usher in a new period of development with more open and transparent policies, enabling FDI enterprises to expand their capabilities and strengthen links with domestic businesses, thereby contributing to a stronger and more sustainable economy.

Khuat Quang Hung, Deputy General Director in charge of External Affairs and Communications at Nestlé Vietnam Limited in Amata IP, Long Binh ward, said the Swiss-invested company, which has operated in Dong Nai for more than 30 years, believes Resolution No. 10 will encourage future production expansion projects to make more efficient use of resources, adopt circular economy practices and reduce greenhouse gas emissions, while accelerating the application of high technology in production. He said the resolution's orientations affirm that high-quality FDI enterprises contribute not only investment capital, but also innovation, modern management practices and positive spillover effects for Vietnam's socio-economic development.

In recent times, Dong Nai authorities have regularly held meetings and dialogues with FDI enterprises to listen to their concerns and address difficulties. The city has also stepped up engagement with ambassadors and consuls general of foreign countries in Vietnam, as well as leaders of major domestic and international corporations and businesses.

Nguyen Kim Long, Permanent Vice Chairman of the City People's Committee, affirmed that the city views businesses as an important force driving socio-economic development. FDI enterprises, in particular, are trusted partners that have made significant contributions through investment, job creation, payments to the state budget, technology transfer and modern management practices.

To further improve the investment environment, the city will continue to accelerate administrative reform, develop human resources, apply digital technologies and ensure transparency in the processing of administrative procedures. It will also take firm action to address delays, shirking of responsibility and practices that create difficulties for businesses. At the same time, the city will continue to improve transport, industrial park and logistics infrastructure and strengthen connections between industrial parks and ports, airports and key development areas, thereby helping reduce transport costs and enhance business competitiveness.

Permanent Vice Chairman Nguyen Kim Long called on investors to maintain regular contact with city leaders and relevant departments and agencies, enabling businesses to stay informed while helping authorities better understand their actual needs and difficulties. This will allow the city to promptly answer questions, resolve problems and create favorable conditions for businesses operating in Dong Nai.

Long added that the city leaders pledged to remain receptive, listen to businesses and work alongside them—not just in words, but through prompt action, effective problem-solving and tangible results.
